SOUTH SUDAN
BACKGROUND: THE NEED FOR EDUCATION IN SOUTH SUDAN
South Sudan is believed to have one of the worst literacy rates in the world. This is according to Jessica Hjarrand, an education specialist at the United Nations Educational, Scientific and Cultural Organization (UNESCO). Today, South Sudan is struggling to build an education system for millions of children, youth and millions of adults who missed out school during the decades of war.
People of South Sudan have suffered from the ravages of two wars occurring from 1955 to 1972 and from 1983 to 2005. The current ongoing conflicts erupted at the end of 2013 and intensified in July 2016. The current war has once more disrupted not only the livelihood of the citizens but also interfered adversely with children’s education. In South Sudan today, 72% of the population is composed of young people. Most of these young people have missed access to education. Lack of access to education along with the ongoing trauma of war makes young people vulnerable to being recruited by warring parties. There are not enough schools and certainly not enough qualified teachers in South Sudan. Most of the teachers in South Sudan’s basic public schools have only received the equivalent of an 8th grade education.
Therefore, the quality of instruction is often poor because most of these teachers have not received training on how to manage a classroom and respond to the individual needs of their students.
Although the Government of South Sudan along with Non Governmental Organisations(NGOs) such as UNICEF and others, work to provide free education in public schools for children in South Sudan, serious challenges remain in meeting global standards of education. This is especially true in rural areas like Abara where Mama Hellen Lotara Nursery and Primary School is located.
● Abara suffers from school overcrowding, poor sanitation and unemployment.
●The current outbreak of violence in South Sudan has threatened the livelihood of people, disrupted education for many children and endangered women, youth and elderly.
●Recent intensified fighting has resulted in thousands of people in South Sudan to become displaced refugees.
●Many children in Abara are orphans or are living in extreme poverty.
By increasing and improving educational opportunities and access in Abara, Mama Hellen Lotara Nursery and Primary School assist in the development of not only Abara’s leaders but also the future leaders of South Sudan. Education is key in moving people out of poverty and improving their economic status.
GOALS FOR MAMA HELLEN LOTARA NURSERY AND PRIMARY SCHOOLS BY PRIORITIES
PHASE ONE (SHORT-TERM OR IMMEDIATE GOALS)- IN 18 MONTHS (ONE AND HAVE YEARS) : 2017 TO 2018
Goal 1. Assist in completion of the current Projects on Hand:
a) Roofing of
● Teachers Residential Quarter
●Kitchen and
●Dining Hall
b)Construction of
●New Toilet Rooms
●New Bathrooms
●Watchman Room and
●Fencing of the current school compound
c)Maintenance of the current old classrooms Buildings and Offices as well as Painting of the general school premises
Goal 2. Provide Early Childhood Training for Teachers who are already at Mama Hellen Lotara Schools (This will continue even in Phase 2 i.e Medium Term Goal.
Goal 3. Identify and train potential teachers from the Refugees camps in Uganda who wish to joint teaching profession at Mama Hellen Lotara Schools.
PHASE TWO (2) MEDIUM TERM GOALS – ACHIEVABLE IN 36 MONTHS ( THREE YEARS) : 2019 TO 2021
Goal 1. Provide Full or Partial Scholarships for children at Mama Hellen Lotara Schools who have been displaced by the War and luck resources to attend schools.
Goal 2. Provide Textbooks and Educational Materials to Mama Hellen Lotara Schools for quality Education
Goal 3. Assist in construction of additional classrooms, administration offices, Boarding School, teachers’ residential quarters and provide any other necessary equipment to facilitate teaching at Mama Hellen Lotara Schools.
Goal 4. Develop a teaching farm and community gardens to teach agricultural skills and provide food at Mama Hellen Lotara Schools.
Goal 5. Establish Teachers Training at Mama Hellen Lotara Schools
PHASE THREE (3) LONG TERM GOALS – ACHIEVABLE IN 60 MONTHS (FIVE YEARS) : 2022 TO 2026
Goal 1. Regularly measure the effectiveness of the pupils’ educational performance. Assessments and evaluations of students will be conducted in partnership with an expert in education.
Goal 2. Provide counseling to children and parents who are suffering of trauma from war’s ravages and violence.
Goal 3. Develop training tools to teach youth and women in Livelihood skills for empowering them to create income-generating projects.

HELLEN LOTARA(HELLO) FOUNDATION FOR EDUCATION AND SKILLS DEVELOPMENT
VISION
●The Foundation is committed to providing quality education for students at Mama Hellen Schools to be good leaders regardless of their sex, race, beliefs, disabilities, religion and or political affiliations.
●The Foundation encourages student initiatives, creativity, ambitions, project-based learning, social and emotional learning, access to new technology such as computer where all students and parents, teachers and administrators, policy makers and people are empowered or correlate together for the shared vision.
MISSON
The Foundation is dedicated to transforming kindergarten throughout the Primary to Senior Secondary School for all the students being supported at Hellen Lotara schools until maturity for better future of individual’ students.
OBJECTIVES
1.To provide opportunity of quality education, right from early childhood to Senior Secondary education as a Human Rights aspect.
2.To build strong foundation in education to every child regardless of sex and or disability.
3.To guide a child towards career development and enhance self-confidence for professionalism.
4.To give equal opportunity to every child as leaders of tomorrow in the Society.
5.To support Women and Youth towards sustainable development in the dynamic World.
6.To build confident in every individuals towards good Leadership, be team player and acceptance of each other.
TARGET GROUPS
The Foundation will mainly focus on Education and skill Development for Children, Youth and Women Capacity Building:
● CHILDREN Education
Children early childhood education all through Senior Secondary School is a fundamental Basic Human Rights for every child and is mandatory that it’s to be accorded, to ensure equal contributions towards National Development from every Citizen.
●YOUTH SKILLS DEVELOPMENT
Most Youth in the Republic of South Sudan have never gotten opportunity for regular education, either because they had joined the armed struggle went on for two decades and continues insecurity or their parents never gone for refuge elsewhere and the children lost opportunity for education. Therefore, children becomes vulnerable to be used or deceived by either of the warring groups to join them in armed struggle, the Youth becomes source of insecurity because of idleness.
In this regards, introducing or exposing the Youth to employability skills would avail opportunity of being a productive Citizen that would contribute effectively for the Development of a Nation
● WOMEN SKILLS DEVELOPMENT
Most Women in South Sudan during the two decades or so years of Civil Wars and the continuous man made crises who remained within the Country, made women become the only family bread winners in addition to taking children to safe place. Girl-child, becomes immediate helper to take care of her siblings so it compromises their ultimate Rights to basic Education.
Providing capacity and or life skills to the women would empowered, enhance productivity of being most efficient and effective in performing the added responsibilities and ensure equal contributions to the Nation Development.
EDUCATION – Criteria for Beneficiary’s selection and Teachers’ Training Opportunities
1.The Foundation shall provide 60% of the school requirements for a well academic performing pupils or students in the schools established as part of Mama Hellen Lotara Schools.
2.The Foundation shall cover 75% of the school requirements for an orphan pupil or student whose background is established and performing well academically in schools establish as part of Mama Hellen Lotara Schools.
3.The Foundation shall also provide 50% of school requirements to at least one pupil or student whose parent or guardian has more than three pupils or students in schools established as part of Mama Hellen Lotara Schools and the parent or guardian for the whole academic year has fulfilled their school obligation without any outstanding school requirement balances.
4.To ensure academic excellence in all the schools established as part of Mama Hellen Lotara Schools, the Foundation shall support the establishment and Financing of Teachers Training College for early childhood Human Resource enhancement.
5.The Foundation shall encourage girl-child education by providing them with necessary sanitary requirement in addition to sponsorship for academic excellence.
REQUIREMENT FOR YOUTH AND WOMEN SKILLS DEVELOPMENT
- Both cases of Youth and Women has to be a recognized Groups or must get organized before benefiting from the skills training or provided with finance as a startup capital.
- The Youth or Women groups have to identify their area of needs and or activities with clear goals to be achieved within the identified timeframe.
- The Foundation shall provide training and business development to Youth and Women for skills development.
- The Foundation shall provide training materials in addition to startup capital.
